The best way to test this is to borrow a charger from someone, which will not be an option for many.
Be sure that the USB plug is working and plugged into a working power outlet.
Cleaning the parts that connect to the charger is the next thing that may help.
The watch may not be getting a good connection to the charger.
Cleaning all the contacts on the watch and charger may help it to start charging again.
Let the Fitbit sit until the battery is fully discharged to zero.
Recharge it overnight and test to see if it comes back on.
